Shorts keep changing: longer clips, a new way of counting views, new series tools and AI editing helpers. Some of those updates are live, some were only announced last month, and a few have no date yet. This guide separates what is confirmed in YouTube’s own help pages from what was reported around Made on YouTube on 23 September 2026.
Length: up to three minutes
YouTube’s help page on creating Shorts says Shorts can be up to 3 minutes long when recorded with the multi-segment camera, and that uploaded Shorts can be up to 1080p and should be vertical. That is a big shift from the original 60-second ceiling, but a longer Short is not automatically a better one.
Think about the job each clip does. A 20-second tip with one clear payoff and a 2-minute story with a twist are different tools. Check your retention graph for each. If viewers leave at the 15-second mark of a 90-second Short, the extra length is hurting you.
How Shorts views are counted
YouTube Help says that from 31 March 2025, a Shorts view counts every time a Short starts to play or replay, with no minimum watch time. The previous metric is now called “Engaged views” in YouTube Analytics and reflects viewers who kept watching. YouTube said the change does not directly affect Partner Program eligibility or Shorts ad revenue sharing, which use engaged Shorts views.
The practical lesson is to stop reading the headline view number alone. Trade coverage of an analysis by the firm Agentio, summarized by TubeBuddy, reported that only around six in ten public views also counted as engaged across a large sample, with a bigger gap for smaller channels. Treat that as one outside analysis, not a rule, and compare the two metrics on your own channel.
Monetization thresholds
YouTube Help states that qualifying for the Partner Program with Shorts today needs 1,000 subscribers and 10 million qualified public Shorts views in the last 90 days. YouTube Help also says updated Partner Program terms start on 1 February 2027, and trade coverage of YouTube’s August 2026 announcement reports that new applicants will then need 20 million Shorts views in 90 days (or 8,000 public watch hours) alongside 1,000 subscribers, while the lower early-access tier of 500 subscribers with 3 million Shorts views stays as it is. Because thresholds are updated, check the official Partner Program page and YouTube Studio before you plan around any number.
If you want a rough read on what your numbers could look like financially, the growth planner can help you set milestones, but remember that earnings depend on audience, country and ad conditions, and nothing here is a promise of income.
What was announced at Made on YouTube 2026
On 23 September 2026, according to trade coverage, YouTube announced several tools for Shorts creators:
- Shorts series: creators can group Shorts into seasons or series with custom artwork, and viewers can follow the rest of a series from one episode. Reports said rollout was “soon” without a date.
- Conversational editing: reports describe an AI chat-based editing assistant, called Gemini in some summaries, inside Shorts and the YouTube Create app for tasks such as trimming pauses, syncing clips to music and adding text hooks.
- Microdramas: TubeBuddy’s summary says YouTube cited more than 6.5 billion views of the format in the first half of 2026.
- Live auto-dubbing: reported for early 2027, translating live speech in real time.
- Shopping affiliate expansion: reported to reach 35 countries by the end of 2026.
Most coverage noted that dates, regions and technical details were not specified. Check YouTube’s official creator channels for the latest before building a plan around any single feature.
Choosing between a Short and a long video
With Shorts stretching to three minutes, the line between formats blurs. A useful test is intent. Use a Short when the idea can land immediately, needs no setup and works without sound. Use a standard video when viewers need depth, a search-friendly title or a chapter structure. Many channels do both: a Short that teases one surprising moment, and a long video that explains the whole thing. Track how viewers move between the two in your analytics rather than assuming Shorts feed the long-form audience. Also keep your sound licensing in order, since music rights apply to Shorts just as they do to other uploads.

How to adapt your Shorts approach
Imagine a fitness channel that posts a 45-second workout Short every day. With series tools, it could group seven days into a “week one” season. It could also reuse a longer tutorial as a three-minute Short when the idea needs more room. The channel would watch two numbers: average percentage viewed and engaged views, then shorten or lengthen based on that.
Some creators also support new Shorts with paid promotion such as view promotion to help new clips get noticed early. Paid promotion cannot replace strong hooks, and creators must follow YouTube’s policies and the terms of each service.
What to do this week
- Open YouTube Studio Analytics and compare views with engaged views for your last 20 Shorts.
- Test one longer Short against your usual length on the same topic.
- List your best five Shorts that could become a series.
- Read the current Partner Program page and note the threshold you are targeting.
- Review your first-second hooks and captions.
- Subscribe to YouTube’s official creator announcements.
Reading the new Shorts metrics together
Since the change, YouTube Analytics carries two figures that used to be one. Views count every time a Short starts to play or replays, with no minimum watch time. Engaged views, which is the older metric renamed, counts viewers who chose to continue watching. YouTube’s reach report also includes a “stayed to watch” measure for Shorts, the share of viewers who stayed past the opening moments.
Because a loop counts as a new view, a very short Short can collect high raw views without holding anyone. A useful shorthand, which is ours and not an official metric, is the engaged ratio: engaged views divided by views. Compare it across your recent Shorts. A rising ratio means more viewers are choosing to stay, which is the behaviour the Partner Program counts.
Worked example: what 20 million engaged views really requires
YouTube Help says eligibility and Shorts revenue sharing are based on engaged Shorts views, not the raw count. The arithmetic below is an illustration. Twenty million engaged views in 90 days is about 222,000 a day (20,000,000 divided by 90). If a channel’s engaged ratio is 60 percent, it needs about 33 million raw views to reach 20 million engaged, and at 80 percent about 25 million. The first lever is therefore not more posting but a higher ratio. For comparison, today’s 10 million bar equals roughly 111,000 engaged views a day.
Few Shorts-first channels will reach these numbers soon. That is why our article on the 2027 threshold change suggests using Shorts as a doorway to long-form videos. Note that, per YouTube Help, watch hours earned in the Shorts feed do not count toward the 4,000-hour figure, so the bridge has to lead to watch time on standard videos. You can compare both paths with the Monetization Eligibility Planner.
Choosing a length: a decision rule
Longer limits tempt creators to stretch. Use data from your own channel. As an invented comparison: a 30-second Short is watched for an average of 85 percent, or 25.5 seconds. A 90-second Short on the same topic holds 40 percent, or 36 seconds. The longer one earns more seconds per view, but the shorter one is watched far more completely, and YouTube has not published how Shorts feeds weigh completion against total time. So do not guess: post both lengths on similar topics, compare engaged ratio and stayed to watch, and keep the length that performs better for your idea.
- Stay short when the idea is a single tip, reaction or result that lands in seconds.
- Go longer when the Short is a story, demonstration or sequence where each step adds something new.
- Cut when the retention curve for a 90-second Short drops sharply before halfway.
Diagnostic flow for Shorts
| If this is low | Check | Try |
|---|---|---|
| Stayed to watch | The first one to two seconds: is the subject visible, is the text readable, does the sound start immediately? | Open on the result or the question; remove intros |
| Engaged ratio | Whether the title or caption sets a different expectation from the clip | Match the caption to the content; tighten the edit |
| Subscribers per view | Does the Short show who you are and what comes next? | Series naming, consistent format, a clear channel promise |
| Long-form views from Shorts | Do Shorts connect to a topic that you also cover at length? | Link a related video; make Shorts that tease one moment |
| Reach after a good start | Is the content too niche or too broad for the audience? | Review who engaged, and adjust the topic |
Shorts thumbnails and packaging
YouTube Help says custom Shorts thumbnails are added in YouTube Studio on a computer, require a verified account, and are recommended at 2160 by 3840 pixels in a 9:16 ratio. Design for the feed, where the first frame, caption and sound do most of the work. If you also publish a long version of the idea, see our guide to repurposing one video into Shorts and posts, and compare formats in Shorts vs long-form videos.
Advanced Shorts mistakes
- Posting more instead of improving the ratio. Ten weak Shorts teach you less than three analysed ones.
- Counting raw views as progress toward monetization. The program counts qualified, engaged views.
- Treating every viral Short as a model. A single outlier can be driven by one trend, sound or audience you cannot repeat.
- Forgetting the bridge. A Short that sends nobody anywhere builds views without building a channel.
- Using paid exposure as a substitute for a hook. Promotion can show a public Short to more people, but it cannot make a weak opening hold attention, and no service can promise how YouTube will count views.
Frequently asked questions
Are Shorts always three minutes long now?
No. Shorts can be up to three minutes in the multi-segment camera, but shorter clips remain common and often suit the idea.
Did the new view count change my earnings?
YouTube Help says the change does not directly affect Partner Program eligibility or Shorts ad revenue sharing.
Should I move everything to longer Shorts?
No. Test a few and let retention decide. A tighter Short often performs better than a stretched one.
Where do I see engaged views?
YouTube Help says the previous metric appears as Engaged views in YouTube Analytics, in Advanced mode according to trade coverage.
Are the Made on YouTube features available now?
Many were described as upcoming. Check the official source for the latest on each.
How many Shorts views do I need to be monetized?
YouTube Help currently lists 1,000 subscribers and 10 million qualified public Shorts views in the last 90 days. From 1 February 2027, reports of YouTube’s announcement say new applicants need 20 million Shorts views in 90 days or 8,000 public watch hours. Check YouTube Studio before relying on either number.
Do loops count as views now?
Yes. YouTube Help says a Shorts view counts each time a Short starts to play or replay, with no minimum watch time, which is why engaged views and stayed to watch are more useful for judging quality.
Conclusion
Shorts are getting longer, more measurable and more serial. Pick the metrics that reflect real attention, test lengths deliberately, and treat announcements as plans until they reach your account.
